Liverpool City Region Mayor Steve Rotheram has expressed his approval following widespread public support for initiatives aimed at fast-tracking the redevelopment of Liverpool’s North Docks. This area is seen as a major opportunity for the city, with plans to deliver thousands of new homes and numerous jobs through significant regeneration projects.
A recent consultation carried out over six weeks during the summer garnered 537 responses, revealing that over 85% of participants favored the establishment of a Mayoral Development Corporation (MDC). This dedicated body would oversee the long-term renewal of the North Docks, providing focused leadership to help unlock the area’s potential. The consultation sought opinions on critical aspects such as the MDC’s name, its geographic jurisdiction, and the powers it would be granted, particularly its role as Local Planning Authority for major developments.
The feedback was notably positive: 85.2% supported setting up the MDC, 79.3% agreed it should have planning authority for significant projects, 72.7% accepted the proposed boundary of the redevelopment area, and 69.5% approved the chosen name. Respondents included local residents, businesses, community organizations, along with Liverpool City Council and Riverside MP Kim Johnson, whose constituency includes the proposed development zone. Engagement efforts involved local media campaigns, social media outreach, targeted letters sent to residents within the designated area, and public notices throughout the consultation region.
The results will now guide the next steps of the plan. The Liverpool City Region Combined Authority’s Overview and Scrutiny Committee is scheduled to review the findings on 9 September, followed by a formal proposal at the Combined Authority meeting on 25 September. If approved, Mayor Rotheram plans to ask the Secretary of State to formally establish the Liverpool North Docks Mayoral Development Corporation, which would mark the first MDC in the Liverpool City Region.
Commenting on the consultation, Mayor Steve Rotheram said, “I’d like to thank everyone who took the time to have their say in the consultation. To see more than 85% of people backing our plans is a really strong vote of confidence in what we’re trying to achieve for Liverpool’s North Docks.” He added that this regeneration effort builds on the historical importance of the docks as Liverpool’s economic hub and the recent boost provided by Everton’s new stadium, which has energized further investment and ambitions for the waterfront area.
Liverpool City Council Leader Cllr Liam Robinson also welcomed the public support, highlighting the potential of the North Docks to deliver thousands of new homes, modern workspaces, and vibrant public spaces. He stated, “The Mayoral Development Corporation gives us the powers and focus to turn ambition into action – ensuring regeneration happens faster, benefits local communities and drives sustainable growth for the whole city region.”
Although Liverpool’s waterfront has transformed considerably over recent years, much of the North Docks area remains underdeveloped. Challenges such as fragmented land ownership and infrastructure needs have made some sites difficult to develop. The proposed MDC aims to overcome these hurdles by providing a coordinated, long-term approach that could unlock major new housing and commercial projects, green spaces, and cultural amenities.
Covering approximately 174 hectares, the development area extends from Everton’s Hill Dickinson Stadium toward the city centre, including key regeneration zones such as Central Docks, the £1 billion Kings development, Pall Mall, Stanley Dock, and the Liverpool Cruise Terminal. Subject to approvals, detailed plans for governance and financing of the MDC will be advanced, with ongoing engagement planned to keep residents, businesses, and stakeholders involved throughout the process
