Liverpool has earned recognition as one of the world’s leading sustainable cities, ranking within the top 200 globally according to the most recent Oxford Economics Global Cities Index. This ranking showcases Liverpool’s growing international prominence alongside its impressive environmental credentials. The index evaluates 1,000 cities internationally based on categories including Economics, Human Capital, Quality of Life, Environment, and Governance.
In the 2026 Global Cities Index, Liverpool secured the 152nd position worldwide, outperforming many notable international urban centers. Particularly notable was the city’s ranking in the Environment category, where Liverpool stood 79th globally, placing it among the top 100 cities for environmental sustainability. This ranking highlights Liverpool’s dedication to combating climate change and promoting sustainable development.
Liverpool is also identified as part of a select group of “Sustainable Cities” internationally, a designation attributed to cities prioritizing sustainable growth and actively addressing the challenges posed by climate change. Liverpool joins other major global cities including London, Sydney, Copenhagen, Stockholm, Vancouver, and Amsterdam in this esteemed category. The city’s increasing global reputation is tied to its leadership in climate action, innovative approaches, and sustainable urban development.
The Oxford Economics report relied on 27 indicators spanning economic success, talent acquisition, quality of life, environmental impact, and governance standards to assess cities. Liverpool’s strong environmental performance, underscored by its efforts to reduce carbon emissions, invest in green infrastructure, and promote sustainable development, ranks it above hundreds of major metropolitan areas worldwide. Further, the report underlines the essential role cities play in combining ecological sustainability with innovation and quality of life to attract investment and jobs in a competitive global market.
Liverpool continues to undertake significant projects in areas such as climate action, urban regeneration, housing, innovation, and business expansion. Key initiatives include Liverpool being designated the world’s first UNFCCC Accelerator City, leveraging culture sectors like music, film, and TV to push forward decarbonization efforts; the development of an extensive district heat network aiming to cut approximately 72,000 tonnes of CO₂ emissions annually; and the expansion of electric vehicle charging infrastructure to support the transition from fossil fuel-powered vehicles. Additionally, the city has achieved a 52% reduction in carbon emissions since 2005 through measures involving energy efficiency and renewable energy, while fostering growth in low-carbon and knowledge-intensive industries within the Knowledge Quarter.
