Liverpool’s Housing Design Guide moves to next stage following public consultation

Liverpool City Council is preparing to present its comprehensive Housing Design Guide to the Cabinet in June, following the completion of a citywide public consultation. This initiative aims to establish a strong vision for how future housing developments in Liverpool should be approached, focusing on the wellbeing of residents, high design standards, and sustainability.

The draft version of the Guide, initially launched in October 2025, outlined key principles to guide new home construction, emphasizing accessibility, energy efficiency, and design quality. Input was sought from a broad range of stakeholders, including residents, developers, housing professionals, and community representatives, whose feedback has since been carefully reviewed and incorporated into the final document. Once approved, the Guide will be integrated into Liverpool’s planning framework to help enhance the quality and standards of new housing projects citywide.

Among the core principles of the Housing Design Guide are that new homes should be adaptable to future needs, promote residents’ health and wellbeing, and respect the local character and identity of Liverpool. Additionally, the Guide supports the creation of strong, connected neighborhoods complemented by well-designed green spaces and landscapes. It also underscores Liverpool’s status as a Marmot City, recognizing the critical role that thoughtfully designed housing and neighborhoods play in reducing health inequalities.

Councillor Hetty Wood, Cabinet Member for Housing, highlighted the importance of quality housing by stating, “Good-quality housing is fundamental to people’s health, wellbeing and life chances. The Housing Design Guide is about setting clear expectations for the homes we build in Liverpool – homes that are well designed, sustainable and genuinely work for the people who live in them.” She expressed gratitude to those who contributed to the consultation, emphasizing the role of their input in ensuring that the Guide reflects the city’s communities and aspirations. Similarly, Councillor Nick Small, Cabinet Member for Growth and Economy, remarked that the guide “helps ensure that new development supports economic growth while also delivering high-quality places that people are proud to live in.” Both council members noted that the presentation of the Guide to Cabinet marks a significant step towards embedding these design principles into Liverpool’s future growth
