Liverpool City Council is advancing a series of planning policies designed to foster thriving high streets and district centres throughout the city, as part of its updated Local Plan. This draft Local Plan, which extends to 2043, highlights the significant role that areas such as County Road, Great Homer Street, Garston, Old Swan, Walton Vale, and Allerton Road serve in supporting local communities and businesses alike.
The plan introduces new guidelines aimed at enhancing the appearance and quality of shopfronts and commercial facades. These improvements are intended to create more appealing environments that attract investment and provide residents with a wider range of shopping and leisure options nearby. By promoting attractive commercial settings, the City Council hopes to strengthen the local economy and enhance community wellbeing.
In addition, the proposed Local Plan seeks to bolster Liverpool’s centres by encouraging a diverse mix of retail outlets, services, leisure activities, community uses, and new housing developments. It also plans to regulate the density of hot food take-away establishments in these areas, particularly around schools, as part of a broader effort to promote better health and wellbeing among residents.
A key purpose of the Local Plan is to ensure that these centres continue to serve as dynamic destinations meeting the daily needs of people living nearby, while adapting to contemporary shopping patterns. Councils are required to maintain an up-to-date Local Plan that guides future development and investment, shaping how neighborhoods grow and evolve in terms of housing, employment, retail, transport, and community facilities.
Cllr Nick Small, Cabinet Member for Growth and Economy, emphasized the importance of Local Plans by stating, “Local Plans are one of the most important tools councils have for shaping the future of their communities. They don’t just determine where homes are built – they also help protect and strengthen town centres and local high streets.” He further noted, “Our Plan recognises the vital role that places such as County Road, Great Homer Street, Walton Vale, Old Swan and district centres across Liverpool play in the everyday lives of residents.”
Cllr Small added, “We’re setting out policies that support a better mix of shops, services, leisure and community uses, helping high streets adapt to changing shopping habits while remaining vibrant destinations.” He concluded by saying, “The aim is to ensure residents have access to a wider and better-quality choice of shops and services close to home, while creating attractive places that encourage investment and support local businesses.”
