Starting from August, all state secondary schools in Edinburgh will implement a ban on mobile phones throughout the entire school day. Students will be required to place their devices into special magnetically sealed pouches, which must remain sealed even during breaks and lunchtime. This new rule aims to reduce distractions caused by phones in the school environment.
The implementation follows a consultation where 75% of parents and school staff supported the ban, despite most pupils expressing a preference to use their phones during breaks. To allow some flexibility, senior leadership teams at schools can decide whether students in S5 and S6 will be permitted access to their devices during breaks, lunchtimes, and periods of independent study. In contrast, primary school children will have to keep their mobile phones locked away in lockers throughout the day. The policy extends to cover smartwatches across both primary and secondary education levels.
Council members have expressed that the ban is intended to enhance students’ concentration, behavior, and overall wellbeing. Councillor James Dalgleish, convener of the education, children and families committee, described the decision as “a monumental step for Edinburgh’s children and young people,” emphasizing pride in being among the pioneers nationally to introduce broad restrictions on phone usage in schools. He noted the objective of creating phone-free learning environments that allow teachers to teach and pupils to learn without distractions.
This move comes in the wake of a 2022 study which revealed about one-third of Scottish pupils admitted to being distracted by their devices in the classroom. Supporting the rollout, the council allocated £400,000 in funding earlier this year to establish the restrictions. Prior to the citywide adoption, lockable pouches were trialed over the past school year at Portobello and Queensferry high schools, with reports indicating the pilot was “broadly successful” and positively impacted students.
