An investigation has recently confirmed that incidents of harassment and bullying did occur at the Oxford Brookes University Boat Club. The independent report was commissioned by the university following the circulation of a “toughness sheet” online in November 2024. This sheet was said to criticize members of the top rowing team. The findings of the investigation, conducted by law firm Penningtons Manches Cooper, highlighted instances of sexual harassment, racism, and bullying within the club.

Heather, a former rower at the club who spoke as part of the investigation, revealed her experience witnessing sexual harassment towards women and weight shaming of athletes. She mentioned the men’s squad being asked to jump topless, with emphasis placed on losing any jiggling body parts. Heather expressed her concerns about the club’s treatment of sexism, racism, and bullying, emphasizing the importance of transparency in addressing these issues and improving the club’s culture. Oxford Brookes University stated that leadership and coaching changes have been made, alongside the implementation of new structures at the club.

The investigation involved interviews with 41 current and past athletes from the Oxford Brookes University Boat Club. The report revealed multiple instances of sex discrimination, sexual harassment, breaches of British Rowing’s Code of Conduct, bullying, racial slurs, and data protection breaches. It recommended disciplinary actions against some club members, the appointment of a Welfare Officer, and more Equality, Diversity, and Inclusion training. Oxford Brookes University emphasized their commitment to respect, inclusion, and dignity, stating that changes have been implemented in collaboration with British Rowing to address the issues raised.

Following the circulation of the “toughness sheet” online, an investigation was launched to examine the behavior and culture at the club. The controversial sheet included comments criticizing rowers’ appearances and performance. Oxford Brookes University, known for its top rowing program, has taken steps to address the issues raised, with eight boat club members selected to represent Team GB at the Paris Olympics.
