Liverpool City Council is introducing a new and improved method of aiding children and young people with special educational needs and disabilities starting Monday, 2 June. The SEND Graduated Approach Toolkit is now accessible to all professionals working with young individuals aged 0-25 with SEND, ensuring appropriate support is provided at the right time. This toolkit aims to be a comprehensive guide to identifying special education needs, offering practical advice and strategies for implementing support or involving specialized services.
In addition to professionals, the toolkit is also available to parents and caregivers. Developed by Liverpool City Council and School Improvement Liverpool, the toolkit underwent a pilot phase in 17 schools, using case studies and feedback to finalize its content. The graduated approach emphasized in the toolkit operates on a continuous assess-plan-do-review cycle to guarantee continuous and suitable support according to the evolving needs of the children, following four main stages: universal provision, emerging needs, targeted support, and specialist support.
The toolkit addresses the different stages of the graduated approach covering four areas of necessity: Communications and interaction, Cognition and learning, Social, emotional, and mental health difficulties, and Sensory and/or physical needs. At the targeted support stage, a play plan or SEND support plan is constructed, while at the final specialist support stage, an Education Health Care needs assessment might be recommended. Cllr Joanne Kennedy, Cabinet Member for Employment, Educational Attainment, and Skills, emphasized the importance of the toolkit in supporting children and young people with SEND earliest as possible.
Helen Marsden, SENCO at All Saints Catholic Primary School in Anfield and a participant in the pilot study, highlighted the aim of the toolkit to provide a consistent approach citywide, ensuring children have access to a uniform offer. She stressed the importance of parental access to the toolkit to understand the process.
