Nigel Ward, a 71-year-old amputee from King’s Lynn, has encountered difficulties while trying to renew his blue badge with Norfolk County Council. Despite having clear photographic evidence of his missing leg, Ward was asked to provide additional proof of his disability. This request followed a comment by a council employee who implied that amputees might still be capable of running marathons—a physical feat Ward firmly rejects as representative of his condition.
Ward lost his leg three years ago due to complications from a medical incident on a cruise. Since then, he has relied on his blue badge to maintain his independence. He expressed feeling “very disheartened” by the council’s demands and worries that without the badge, his ability to travel and carry out daily activities will become significantly more challenging. “I am a genuine applicant, not a benefits cheat and I need a blue badge,” he stated.
According to guidelines from the Department for Transport (DfT), the blue badge scheme assists people experiencing severe mobility problems by allowing them to park nearer to their destination, regardless of whether they are drivers or passengers. Norfolk County Council clarified that there is no automatic renewal process for blue badges; all applicants, including those with permanent disabilities, must submit evidence each time they apply. A council spokesperson emphasized the importance of these badges in supporting people’s independence but noted that applicants are required to provide documentation—such as medical letters or treatment reports—that demonstrate their walking difficulties.
Ward explained that he is unable to supply fresh medical evidence because after being fitted with a prosthetic limb, he no longer has routine medical appointments. “I am regarded as independent now,” he said, “and would only need their assistance if something went wrong, either with the prosthetic limb or the stump.” He added that his initial application three years ago was straightforward, but the current situation has created uncertainty. So far, he has not been informed specifically what additional evidence is necessary to complete his renewal process.
Following his daughter’s social media posts highlighting his experience, Ward learned that many others have struggled similarly to get their blue badges renewed. He suspects that an increase in fraudulent claims is causing heightened scrutiny of legitimate applicants. Norfolk County Council has a record of taking enforcement action, including court proceedings, against people misusing blue badges. Local disability charities such as Disabled Motoring UK and Equal Lives have also noted that genuine blue badge holders often face suspicion and abuse from other drivers when parking in accessible spaces
