Liverpool and Hertsmere, two prominent hubs in the UK’s creative landscape, have entered into a significant partnership aimed at enhancing investment, innovation, and the growth of creative industries within their regions. This collaboration, formalized between Liverpool City Council and Hertsmere Borough Council, focuses on establishing a new Creative & Innovation Corridor that unites two major creative economies in the country.
The collaboration intends to deepen ties across various sectors including film, television, music, gaming, immersive technology, and skills development. Both councils will jointly pursue initiatives that encourage economic growth, attract investment, and foster innovation. By pooling their resources and expertise, they aim to create a robust framework that supports film and television production, animation, gaming, research and development, workforce training, and inward investment.

One of the main goals is to leverage the complementary strengths of Liverpool and Hertsmere, creating new opportunities for businesses, investors, and local communities, while underpinning sustainable development and innovation within the creative and cultural sectors.
The agreement covers an initial three-year period with annual reviews and outlines a structure for cooperation without imposing any legal or financial commitments on either party. Councillor Jeremy Newmark, Leader of Hertsmere Borough Council, highlighted the synergies between the two areas, emphasizing their distinct but complementary assets. He noted, “This is a landmark agreement that recognises Hertsmere and Liverpool are not competitors, we complement each other,” pointing to Hertsmere’s historic film studios and Liverpool’s renowned locations and cultural heritage. Similarly, Councillor Liam Robinson, Leader of Liverpool City Council, expressed optimism about the alliance, stating it “reflects our ambition to build new relationships that support growth, innovation and opportunity,” and stressed how combining their unique strengths will position both regions as leaders in the UK’s creative economy
