Dame Nicole Jacobs, who serves as the domestic abuse commissioner for England and Wales, has described the early release scheme as “shameful.” She expressed concern that there has been “no assurance that the danger perpetrators pose has been properly considered and assessed with meaningful input from victims.” Her remarks highlight a significant lack of confidence in the way risk assessments are being handled within the justice system.
According to Dame Nicole, the early release scheme has severely undermined victims’ trust in the judicial process. She emphasized the need for urgent action, stating that Prime Minister Andy Burnham “must take urgent steps to address this.” Furthermore, she called for the probation service to receive adequate resources that would allow it to “safely manage more offenders in the community.” Additional funding to domestic abuse support services was also urged to ensure better assistance for victims.
A report published recently brought attention to serious issues with electronic tagging, a method intended to track offenders’ movements when they are released. The findings revealed that nearly half of these tags were not applied promptly, which raises concerns about the effectiveness of monitoring in ensuring community safety. Meanwhile, some victims, like Alice, have expressed personal fears over their safety. Alice told the BBC that she wanted to buy a doorbell equipped with a camera to feel more secure but cannot afford such measures. She said, “I don’t feel prepared in the slightest and I don’t feel safe.”
Alice also criticized the early release scheme, calling it “a joke to victims and survivors,” pointing out the emotional toll taken as they prepare for trial and relive their trauma, only for perpetrators to be freed after serving roughly one-third of their sentence. The Ministry of Justice, however, defended its policies, stating that anyone released under this scheme faces “the toughest-ever controls on their movements,” which include unique restriction zones and an expanded use of electronic tagging.
