BBC Panorama has uncovered a significant issue on motorways in south-east England involving thousands of illegally modified vehicle registration plates. These plates are altered specifically to evade detection by automatic number plate recognition (ANPR) technology, which is widely used for enforcing speed limits, managing low emission zones, and aiding law enforcement in tracking criminal activity. The presence of these altered plates not only compromises law enforcement efforts but poses a genuine danger to the public, a concern emphasized by a former government advisor.
The UK operates one of the world’s largest ANPR camera networks, with around 14,000 sites scanning roughly 100 million number plates daily. Despite this extensive system, experts believe it is struggling to counteract increasingly sophisticated methods adopted by offenders, such as cloning plates or using “ghost plates” made from special plastics that obscure registration numbers from infrared cameras.
