An 81-year-old retired teacher, Helene Ball, has found herself at the center of ongoing tensions with Derbyshire County Council just one week after winning a prolonged legal dispute over access to her property. The conflict began when the council fenced off a narrow 98cm gated gap that provided a connection between her garden and a nearby council car park in Matlock, sparking a three-year battle that culminated in a tribunal ruling in Ball’s favor in August 2023.
Following the tribunal’s decision, which established a right of way for Ball and ordered the council to pay £50,000 in legal costs, the council has now placed two substantial concrete blocks near the rear access to her home. These blocks, described as resembling “concrete Lego-type” bricks, were installed on a grassed area adjacent to her property. The council has explained that these blocks are intended to prevent unauthorized parking and protect the surrounding trees and grass as the car park entrance is set to reopen. Ball expressed frustration with this move, feeling that the new pathway created by the blocks restricts her freedom to access her garden and likening it to a form of trespassing control.
The original fencing that prompted the dispute was acknowledged by the council to have been “unreasonable,” and an apology was issued for the distress caused by the installation. While the council has indicated the blocks along the roadside were part of preparations to comply with the court’s judgment, Ball has criticized the placement of the additional blocks at her garden gate, stating, “I don’t think there’s any length this council won’t go to,” and describing her feelings as a mix of anger and incredulity at what she sees as pettiness.
This legal battle and its aftermath have drawn unexpected international media attention, with Ball noting coverage from countries including Argentina, the United States, and the Netherlands. Despite the exhaustion and stress caused by the dispute, Ball has found some levity in the situation—sharing how she was humorously dubbed “Gangsta Granny” online and received supportive messages from strangers.
