This rapid influx of planning applications for such facilities has sparked a contentious debate across the nation. One of the primary attractions for data centre developers to Scotland is the opportunity to power their energy-intensive operations with renewable electricity, particularly from the country’s ample wind resources. Despite this abundance, a large portion of the wind-generated power currently goes unused because the transmission networks are insufficient to carry electricity from production areas to consumers. To address this, the options include either expanding the transmission infrastructure to deliver power southward to England’s populous regions or situating high-demand electricity users closer to the generation sites. In reality, both approaches are underway. Research indicates that at least 23 potential data centre projects are in the pipeline, although many experts suspect numerous proposals may never materialize. Nonetheless, residents near proposed sites are concerned about the environmental footprint and visual impact of these expansive, warehouse-style buildings.
At Blackdog in Aberdeenshire, local resident Jamie Prentice has voiced worries about a planned development spanning several fields near his home, which overlooks the Aberdeen Bay wind farm. He fears that if constructed, the data centre will transform his rural surroundings into essentially an industrial zone. Although local opposition is growing, led primarily through social media, Jamie remains uncertain whether these plans will come to fruition. The site’s proximity to offshore wind generation likely influenced its selection, giving the developer a green energy advantage.
Despite Scotland’s renewable energy potential, there are warnings that data centres might not be powered solely by green electricity. During periods of low wind or solar output, fossil fuel plants may need to be activated to meet electricity demands, potentially complicating Scotland’s climate goals. Dr Callum MacIver recently cautioned members of the Scottish Parliament that the increased reliance on gas could challenge emissions targets. Introducing requirements for data centre operators to commission new renewable generation alongside their projects could mitigate this risk, but such measures would require action by government or regulators. Meanwhile, concerns about rising energy costs, as witnessed in Ireland where data centres consume nearly a quarter of the country’s electricity, add another layer of complexity. Although efforts are underway in Scotland to decouple electricity prices from high wholesale gas costs, analysts express skepticism about the effectiveness of these measures.
Water usage is another contentious issue, given the large volumes required to cool data centre equipment. Although Scotland generally has plentiful water resources, recent drought-like conditions in the east have raised alarms. Technological advancements have improved efficiency, with newer facilities employing closed-loop cooling systems similar to home central heating, and Scotland’s cool climate reduces the energy needed to cool these systems. Currently, water consumption by existing data centres remains low—Colin Lindsay, a manager at a Scottish Water commercial subsidiary, pointed out that daily use of 97 cubic meters is even less than that of Scotland’s libraries. Nevertheless, concerns persist about the potential for local water supply pressures as the industry expands, underscoring the need for careful planning.
From an economic perspective, the Scottish government aims to capitalize on the growth of data centres, attracted by the availability of affordable land. Proponents suggest the industry could generate thousands of jobs; however, these are predominantly temporary roles during the construction phase. Once operational, data centres typically require only minimal staffing. While their energy demands are significant, grid operators have options to regulate consumption, and major companies like Google and ChatGPT have the ability to shift workloads globally, providing flexibility to the energy grid. Experts argue that balancing the electricity needs of data centres is comparable to managing the increased demand from electric vehicles or heat pumps.
