Seven years following the introduction of London’s Ultra Low Emission Zone (Ulez), attention has shifted from solely monitoring pollution levels to examining how improved air quality directly influences human health, particularly in children. Since Ulez’s launch in April 2019 with the goal of reducing traffic-related pollution, researchers have moved beyond measuring emissions and vehicle counts to observe the tangible effects these changes have on developing lungs.
A comprehensive five-year study led by Queen Mary University of London involving over 3,400 primary school children from London and Luton provides new insights. Children aged six to nine were selected from schools inside or bordering the original central London Ulez area and compared with peers in Luton, an urban location without a similar clean-air policy. Annual lung function assessments were conducted from 2018 to 2022, enabling comparisons of lung development before and after Ulez’s implementation.
Initially, London children showed reduced lung capacity and were exposed to higher nitrogen dioxide (NO₂) levels—a pollutant associated with vehicle exhaust—compared to children in Luton. However, after Ulez was established, NO₂ concentrations in London declined more rapidly, and the lung growth of London children accelerated. One critical measure, FEV₁ (the volume of air forcibly exhaled in one second), improved significantly among London children, closing the initial 38ml deficit relative to Luton’s children by the end of the study. Forced vital capacity (FVC), another lung function indicator, also progressed faster, though differences remained. Professor Chris Griffiths from Queen Mary University expressed being “absolutely stunned” by how quickly these improvements occurred, emphasizing that “an ambitious clean air zone can drive pollution levels down, rapidly restoring children’s stunted lung growth.”
Experts not involved in the study also acknowledge the significance of these findings.
