A former South Wales Police officer has appeared before the court facing serious accusations related to his conduct while on duty. Rikki Hall, aged 33 and from Swansea, was present at Bristol Magistrates’ Court on Thursday to answer various charges against him. Among the allegations, Hall is accused of raping and strangling a woman, an incident that reportedly took place in February 2024.
During the brief hearing, Hall did not enter any formal pleas. The charges against him include two counts of rape alongside a count of intentional strangulation that caused the victim breathing difficulties. In addition, he confronts two charges relating to misconduct in public office. One of these misconduct charges claims Hall engaged in sexual activities with a member of the public he had encountered while conducting welfare and safeguarding checks.
Further allegations involve Hall arranging meetings with sex workers during his working hours. A sixth charge concerns the unauthorized possession of a firearm, specifically Pava spray, a type of incapacitant similar to pepper spray, which he allegedly held without permission. These accusations emerged following an investigation conducted by the Independent Office for Police Conduct (IOPC), during which Hall resigned from the police force.
District Judge Lynne Matthews highlighted the severe nature of the offences, deciding the matter should be transferred to the Crown Court. Hall was granted conditional bail and is due to appear again at Bristol Crown Court on 28 September. The ongoing legal process will determine the outcome of these allegations in due course
