Liverpool City Council’s Cabinet has given the green light to move forward with plans to market Stonebridge Cross as a significant mixed-use development focused on employment. This approval unlocks one of the largest remaining regeneration projects within the city, aiming to bring substantial economic and community benefits.
The Council has delegated authority to its officers to appoint a specialist marketing agent to begin attracting development partners. These partners will be responsible for delivering a comprehensive masterplan for the 55-acre site located along the East Lancashire Road (A580), which the Council currently owns. Stonebridge Cross has been recognized for some time as a key strategic development location, capable of generating considerable employment opportunities, approximately 220 new homes, and a range of wider regeneration advantages for the Croxteth area and surrounding neighborhoods.
The approved plan aligns with updated planning policies, market analysis, and employment land data, which highlight a robust demand for modern industrial, manufacturing, and logistics spaces. The Council has decided to prioritize an employment-led scheme, envisioning a development split of roughly 70 percent employment uses and 30 percent residential. The employment segment is expected to bring a variety of industrial, logistics, and manufacturing firms to the site, generating accessible jobs that support Liverpool’s broader economic growth goals. Meanwhile, the residential aspect aims to provide diverse housing options, including affordable homes, contributing to local housing needs and fostering a sustainable new community.
To ensure cohesive development, the Council prefers that the entire site be delivered through an integrated masterplan combining housing, job creation, environmental enhancements, and improved connectivity to nearby services and amenities. The site will be marketed on a national scale through an expert agent, with proposals assessed based on criteria such as employment generation, housing provision, design excellence, social value, environmental sustainability, and overall public benefit. The Council anticipates that this development will not only drive significant regeneration outcomes—including jobs, investment, and a substantial capital return—but also generate ongoing revenue through business rates and council tax, all while attracting additional private sector investment.
Cabinet Member for Growth and Economy, Cllr Nick Small, commented on the decision: “Stonebridge Cross is one of the most important regeneration opportunities currently available in Liverpool and I’m delighted Cabinet has approved this next step in bringing the site forward. This decision will allow us to test the market and attract developers who can help realise our vision of creating new jobs, new homes and long-term investment in Croxteth. The site has a strategically important role to play in meeting demand for high-quality employment land while also supporting housing delivery and wider regeneration benefits for local communities.
