The UK’s education regulator, Ofsted, has raised concerns about one of the country’s largest nursery chains potentially failing to meet required safeguarding and welfare standards. Bright Horizons, which operates 247 nurseries across the UK, was issued a compliance notice following inspections conducted from October 2025 to June. These checks uncovered “significant weaknesses in organisational safeguarding leadership, governance, oversight and practice.”
This regulatory action came after a serious safeguarding incident occurred in September of the previous year, which prompted Ofsted to intensify its scrutiny of the provider. The compliance notice was served on Monday, with Ofsted stating it would “monitor their progress closely.” Bright Horizons has been given a deadline of 1 August to address the identified concerns and improve its safeguarding procedures. The company has been contacted for a response.
According to the Ofsted report, while most nursery settings continue to meet regulatory requirements, the provider overall has “not demonstrated that it can ensure safeguarding is consistently effective across its provision.” During its review, Ofsted carried out 172 inspections, site visits, and direct engagements with senior staff, revealing breaches in 75 of the settings checked.
A particular point of concern involved one nursery in north-west London operated by Bright Horizons, which employed Vincent Chan. Chan was found to have committed 56 sexual offences, including the abuse of children, leading to the closure of the nursery in May 2025.
