Camden Council has introduced new measures imposing £100 fines on individuals drinking alcohol outdoors in a manner deemed disruptive. This action is part of a wider effort to tackle alcohol-related antisocial behaviour across the borough. The recently approved Public Spaces Protection Order (PSPO), set to begin in July, targets irresponsible alcohol consumption in public spaces but does not constitute a blanket ban on drinking in areas such as parks.
Under the PSPO, both police officers and council enforcement officials are granted authority to ask people to stop drinking alcohol if they are causing disturbances and to confiscate alcoholic beverages if necessary. This approach focuses on addressing problematic behaviour rather than prohibiting drinking entirely. The PSPO is enabled by the Anti-Social Behaviour, Crime and Policing Act 2014, legislation designed to empower local authorities in managing antisocial conduct in designated public areas.
The council emphasised that most alcohol consumption within Camden is responsible and that the aim is to allow people to enjoy themselves without negatively impacting the community. However, the order responds to various complaints raised during a public consultation. Concerns highlighted include difficulties faced by contractors in securing parks due to drinkers refusing to leave, loud music, public urination, and aggressive behaviour toward passers-by.
This new regulation aligns Camden with many other London boroughs that have established similar rules to limit disruptive street drinking, such as neighboring areas like Haringey, Islington, and Westminster. The PSPO will be in effect throughout the borough, except for Hampstead Heath, which falls under the jurisdiction of the City of London Corporation.
