London's SUV drivers could face new charges if plans go ahead

The mayor of London, Sir Sadiq Khan, is contemplating the introduction of additional charges specifically targeting SUV drivers in the city. This consideration follows research conducted by Transport for London (TfL) which highlights the increasing dangers associated with SUVs on the capital’s roads. Data from City Hall reveals that SUVs pose a significantly higher risk to pedestrians, being more likely to result in fatal outcomes compared to smaller vehicles when involved in collisions.

This proposal forms a part of the recently published Vision Zero action plan, which aims to eliminate deaths and serious injuries on London’s streets by 2041. The plan outlines 43 distinct measures to enhance road safety, including the implementation of artificial intelligence technology to identify dangerous driving behaviours, the expansion of 20mph speed zones, and the creation of 1,000 new pedestrian crossings. Despite these efforts, opposition from City Hall Conservatives has been vocal, with some describing the proposal as “ridiculous” and accusing the mayor of prioritising an anti-car agenda over public safety.

According to campaign group Clean Cities, the number of SUVs in London has surged dramatically, growing from approximately 80,000 vehicles in 2002 to around 800,000 in 2023. The Vision Zero analysis warns that large SUVs are reshaping urban environments by occupying more road space, obstructing sight lines essential for safe crossing, and making junctions and residential streets more hazardous. The bulk and width of these vehicles often exceed parking standards and restrict space needed by cyclists and motorcyclists, thereby increasing danger for vulnerable road users.

Voicing concern over these vehicles, Nicola Pastore from Solve the School Run highlighted how the size of SUVs creates blind spots that put children at risk, making it harder for them to see oncoming traffic. While welcoming the mayor’s proposed charge on SUVs as a positive step, she suggested that national regulations should be introduced to limit the size of these cars and called for fairer vehicle taxation policies. In response, a spokesperson for the mayor underlined that SUVs are “77% more likely to kill a child if involved in a collision” and affirmed that TfL is carrying out detailed risk assessments to inform any future policies.
