An independent review concerning the planning and management of the Liverpool FC Victory Parade held on 26 May 2025 was published today. This comprehensive assessment emphasizes the cooperation between Liverpool City Council, Merseyside Police, medical responders, security teams, and emergency services. Despite facing unprecedented crowd sizes and various difficulties, the strong, established partnerships were crucial in delivering a professional event that focused on public safety and demonstrated effective teamwork under pressure.
The parade drew an estimated attendance of 1.2 million people, including visitors who traveled from different parts of the UK and overseas. The vast number of attendees underscored both the importance of the celebration and Liverpool’s capacity to host large-scale international events successfully.
Eric Stuart, a respected UK expert in crowd safety with over four decades of experience in policing and event safety assessments, led the review. His analysis of the event’s planning and execution aims to provide guidance to improve the management of future major events in the city.
The report makes it clear that the vehicle incident on Water Street, which took place after the parade, is not covered by this review. This separate matter has been investigated by the police and addressed through criminal court proceedings. The offender, Paul Doyle, acted alone with criminal intent, circumvented traffic controls, and followed an ambulance during a medical emergency. In November 2025, he pleaded guilty and received a sentence of 21 and a half years in prison.
Mr. Stuart presented constructive recommendations to improve the planning of upcoming events in Liverpool and beyond. Notably, he identified a shortfall in national legislation relating to powers available to local authorities to manage high-risk situations involving large crowds. Currently, councils lack authority to remove hazardous scaffolding or ban the use of flares and smoke devices. In response, Liverpool City Council Leader, Cllr Liam Robinson, plans to write to the Home Secretary urging the government to address these legislative gaps.
Regarding the prospect of future parades, Mr. Stuart expressed optimism, stating, “You could, you should, and I have no doubt you will do it again.”
