South East Water is facing a proposed fine of £22 million from the industry regulator Ofwat due to repeated supply disruptions that have caused significant distress to residents in Kent and Sussex. These failures reportedly left customers without access to tap water, making it impossible for them to shower, bathe, or flush toilets during periods of high demand and extreme weather conditions.
The regulator’s investigation, which focused on incidents occurring between 2020 and 2023, found that over 286,000 people were affected by these interruptions, though the fine does not address more recent outages that impacted thousands more homes. Ofwat criticized South East Water’s handling of the situation as “slow and disorganised,” highlighting shortages in bottled water supply, inadequate tanker availability, and insufficient support for vulnerable customers.
Further scrutiny revealed the company had not adequately prepared for extreme weather events, such as the “Beast from the East” cold spell in early 2018, nor conducted the necessary root cause analyses to prevent recurrences. Additionally, Ofwat pointed out failures in maintaining critical infrastructure, including service reservoirs, boreholes, and major pipelines, which heightened the risk of supply failures during dry spells or freeze-thaw cycles.
South East Water has responded by seeking a judicial review of Ofwat’s provisional decision and requested an injunction, which was denied by the courts. The company stated it is reviewing the draft decision and will respond through the formal channels ahead of the final verdict. Meanwhile, Ofwat has launched a further investigation into the company’s supply interruptions that occurred between November last year and January, noting that thousands of homes were left without water for extended periods during this time. Ofwat’s interim chief executive explained the complexity and extensive nature of the investigations contributed to the time taken to reach this stage.
