Sir Keir Starmer has announced that Angela Rayner, who recently stepped down from the cabinet due to a tax controversy, is expected to return to a ministerial role. Rayner, the former deputy prime minister, resigned in September after it was revealed that she had not paid the correct amount of stamp duty on an £800,000 flat she purchased in Hove. While an investigation concluded that she had “acted with integrity,” it was determined that her failure to seek proper tax advice did not meet the required ministerial standards.
In an interview with The Observer, Starmer described Rayner as a “huge talent” and emphasized her importance within the Labour movement. Reflecting on her background, he highlighted her rise from poverty and noted that she is “the best social mobility story this country has ever seen.” When asked if he missed her presence in government, Starmer responded, “Yes, of course I do. I was really sad that we lost her.” He also confirmed that she would be making a return to the cabinet, speaking more definitively than in previous statements.
Rayner’s departure led to Lucy Powell being elected as the new deputy Labour leader, replacing her in that position. Since stepping down, Rayner has mostly stayed out of the public eye and has only made one speech in the House of Commons. Previously, she was known as a key figure behind the government’s employment rights bill and had planned to introduce an amendment to strengthen protections against unfair dismissal. However, after discussions with Business Secretary Peter Kyle, she agreed to withdraw the proposed amendment, which would have introduced new rights a year earlier than currently planned.
Work and Pensions Secretary Pat McFadden, speaking on Sky News, praised Rayner as an “enormous talent” and expressed support for her eventual return, though he acknowledged that the decision ultimately rests with the prime minister.
