Liverpool City Council is set to support Mayor Steve Rotheram’s initiative to boost regeneration efforts across the city’s North Docks through the creation of a new Mayoral Development Corporation (MDC). This strategic move aims to expedite the construction of thousands of new homes and significant commercial projects by leveraging devolved development powers. The initiative is a collaborative effort with Councillor Liam Robinson, Leader of Liverpool City Council, focusing on establishing a dedicated development zone.
The development zone, a pioneering effort in the region, will capitalize on the recent momentum generated by Everton Football Club’s new Hill Dickinson Stadium located at Liverpool Waters. Spanning 174 hectares of predominantly brownfield land, this zone stretches from the River Mersey to the Pumpfields and key commercial business areas of the city. It will combine three major projects: the Central Docks redevelopment including a new urban park backed by a £55 million government grant and an additional £26 million investment from Peel Waters set for completion in 2028; the £1 billion King Edward Triangle development; and Liverpool’s first substantial Grade A office scheme in ten years at Pall Mall.
Liverpool City Council has highlighted the potential for this area to accommodate over 17,500 new homes alongside five million square feet of commercial space within the next 15 years. This proposal follows recommendations outlined in the Liverpool Strategic Futures Panel’s Final Report from the previous March, which advocated establishing a regeneration delivery vehicle. The MDC is conceived as a statutory entity designed to accelerate development by facilitating land availability, infrastructure delivery, and the application of flexible financial measures to stimulate faster progress.
Councillor Liam Robinson stated, “This will create real opportunities for residents and businesses across Liverpool. The North Docks have the potential to deliver thousands of new homes, modern workspaces and vibrant public spaces that will improve the quality of life for residents and attract investment into the city.” Mayor Steve Rotheram added, “Liverpool’s iconic waterfront is one of the greatest assets in the country – but for generations, huge parts of the North Docks have stood as a reminder of the jobs and opportunities we lost after decades of post-industrial decline. Local people have waited far too long to see this area brought back to life but, working in partnership with government, we’ve now got a once-in-a-generation chance to put that right.” With a secured housing settlement of £700 million, the mayor emphasized the commitment to ensuring that local communities benefit from the opportunities created, transforming the North Docks into a thriving, inclusive community
