The Department of Education (DE) has recently issued new uniform guidance, stating that the cost of school uniforms should not exceed 5% of a family’s monthly income. This guidance, however, does not specify a maximum cost for uniforms. In an effort to limit the financial burden on families, primary schools have been advised not to require branded P.E. kit. Legislation aimed at controlling the cost of school uniforms in Northern Ireland was passed by MLAs in October.
The newly issued uniform guidance consists of 16 distinct guidelines for schools to follow. A key objective is to ensure that uniforms are affordable for families and do not impose unfair expenses on them. Schools are recommended to seek input from parents and students regarding their uniform policies. Among the main features of the guidance are the encouragement to use plain, easily accessible items like black trousers and white shirts, as well as the avoidance of separate summer and winter uniforms. Additionally, schools are advised to limit the use of branded or school-specific items.
Parents and pupils have the option to report schools to the department if they believe expensive uniform items are being mandated without valid justification. If the DE determines that a school is not complying with the guidance, it has the authority to publicly name and shame the institution. Schools that fail to adhere to the guidelines may receive a formal direction from the department, which will be published along with the school’s name. To avoid such consequences, schools are urged to always opt for the most cost-effective versions of each uniform item.
