A recent investigation by the BBC revealed that care homes in England that are graded as inadequate or requiring improvement are not being reinspected within a year, or sometimes even longer. As of October this year, more than 2,100 care homes were rated as requiring improvement by the Care Quality Commission (CQC). Shockingly, three quarters of these homes have not been reinspected within a year or more. Additionally, a fifth of the 123 homes rated as inadequate have also not been reinspected within the same timeframe.
The investigation highlighted a troubling case where a care home that was rated inadequate in 2022 had not been reinspected despite serious concerns about resident safety. The report pointed out risks of pressure sores, infection, dehydration, and exposure to chemicals. Unfortunately, families of residents living in poorly rated care homes often remain unaware of whether improvements have been made or if the issues have been addressed.
One heartbreaking story that emerged from the investigation was that of Lugh Baker, who tragically passed away at Rosewood House care home in Launceston, Cornwall, in 2021. A coroner identified several failings in his care plan and monitoring gaps after his unexplained death. Despite the CQC inspecting the home in 2022 and flagging areas for improvement, no follow-up inspection has occurred since then, leaving Mr. Baker’s family feeling disappointed and let down by the regulatory system.
The CQC’s inspection framework was changed in 2021 to a more flexible “risk basis,” deviating from the previous structure that mandated reinspections within specific timeframes for homes requiring improvement or rated inadequate. While this shift allowed for prioritizing the riskiest homes, it has raised concerns about transparency and accountability in ensuring that necessary improvements are implemented. It is evident that there is a critical need for more consistent and timely monitoring of care homes to safeguard the well-being of vulnerable residents across England
