The chief commissioner of the legacy body investigating Troubles-related killings in Northern Ireland, Sir Declan Morgan, revealed that the organization is currently handling more live murder cases than London’s Metropolitan Police. According to Sir Declan, the Independent Commission for Reconciliation and Information Recovery (ICRIR) is juggling 102 investigations involving 182 deaths, with approximately 11 new cases added each month. Despite the workload, Sir Declan mentioned that he is unlikely to stay on as head of the commission once anticipated changes are implemented.
Of the cases being investigated, about half involve unionist or nationalist families, with a third related to individuals killed by the Army and police forces. Sir Declan highlighted the significance of the work being done by the ICRIR, stating, “It is a substantial body of work, and we have more live murder investigations in the ICRIR than the Met.” He also welcomed the planned adjustments to the commission that were agreed upon by the British and Irish governments, as these changes aim to provide the oversight that was lacking in the original legislation.
When questioned about the cooperation of the Dublin government with the commission, Sir Declan remarked, “The proof will be in the eating.” He emphasized the importance of both governments placing their trust in the commission, with Ireland’s engagement being viewed as a positive step forward. Notably, Sir Declan has reached out to the legal representatives of Sean Brown’s family, offering the commission’s help in investigating the case. Sean Brown, a father-of-six who was murdered by loyalist paramilitaries in 1997, has had his family advocate for a public inquiry into his death.
Despite the government seeking permission to appeal a court decision mandating an inquiry into Brown’s murder, Sir Declan stated that the commission would be prepared to conduct an assessment of the available evidence and assess the potential for criminal prosecution. The Brown family has yet to respond to this offer. Sir Declan issued a warning, expressing readiness to challenge any obstruction from the government or other parties, asserting that any hurdles in their investigative process will be addressed transparently
