Labour MSP Monica Lennon has expressed concerns over the workplace culture in the Scottish Parliament, noting that it has “deteriorated” in recent years. She highlighted that some MSPs have “lost the ability to actively listen to one another” during parliamentary proceedings. These comments come in light of the resignation of Scottish government minister Jamie Hepburn, who was accused of physically assaulting former Scottish Conservative leader Douglas Ross.
Hepburn, who served as the minister for parliamentary business, acknowledged that he had not adhered to his personal code of conduct. This admission came in his resignation letter to First Minister John Swinney following an altercation with Ross in the parliament chamber. Ross accused Hepburn of using aggressive language and grabbing him during a discussion about seagulls.
Lennon, who was elected to the Scottish Parliament in 2016, observed an increase in anger within the chamber and debates. She emphasized that backbench MSPs struggle to influence the topics up for debate and discussions. Lennon expressed her belief that the culture in the Scottish Parliament and political discourse has worsened, with more confrontational behavior and less cross-party collaboration.
Despite the tensions, Ross commended Hepburn for offering a “personal, reflective and full apology” after the incident. He differentiated between robust debate and physical altercations, stressing the need for civility in parliamentary proceedings.
