The 38-year-old, described as a “gentle giant” by family and friends, was found deceased on July 7 after disappearing on July 1. Council leader Jane Meagher and other council group leaders paid tribute to him at the first full council meeting following his passing.

According to a source, cleaning staff discovered Mr. Stephen’s body in a state of decomposition, as they believed the toilet door was locked due to the facility being out of order. It was revealed that security staff were supposed to check for empty toilets at the end of each day during their rounds. Mr. Stephen’s wife, Julie Stephen, had reported him missing on July 1, informing the police that she had last spoken to him near the city chambers on the same day.

A fundraiser organized to cover Mr. Stephen’s funeral costs raised over £3,000 in the month following his death. Adele Ford, the organizer, expressed shock at his passing, emphasizing his kind and loving nature. Described as a beloved figure in the Southside community of Edinburgh, Mr. Stephen’s friends and family were devastated by the loss.
