A local Chinese restaurant owner has been forbidden from operating a food establishment for the next four years following a revelation that the premises were infested with rodents. Wei Tai Zheng, owner of New Lorens on Rice Lane in L9, has been hit with a total bill of £4,320 – a fine of £2,520 plus costs of £1,800. This comes after he pleaded guilty to nine violations of food safety and hygiene standards at Liverpool Magistrates Court on July 24, 2025.
Environmental Health Officers from Liverpool City Council discovered the rodent infestation during a routine inspection on February 29, 2024. The officers observed mice and rats lurking on and under equipment, as well as droppings scattered throughout the premises. Cases of a dead mouse found on a glue board in the main kitchen were also reported. Inadequate cleaning practices and unsealed gaps and holes allowed pests easy access, creating a hazardous environment that warranted the immediate closure of the establishment.
Subsequent inspections further revealed the unsanitary conditions within the restaurant, with incidents of expired food products found in storage and recurring rodent activity. The consistent failure to meet health and safety standards resulted in additional closures and remedial actions. Despite repeated attempts to rectify the situation, a follow-up inspection in March 2025 resulted in another zero star rating for the establishment.
Moreover, a hygiene prohibition order was imposed on Mr. Wei Tai Zheng, preventing him from overseeing any food-related businesses for a total of four years. The severity of the case was underscored by District Judge Timothy Boswell, who emphasized the importance of maintaining high cleanliness standards in food establishments. Councillor Laura Robertson-Collins echoed similar sentiments, emphasizing the significance of effective hygiene practices in preventing adverse health outcomes. Liverpool City Council encourages the public to check the food hygiene ratings of local businesses through their Food Hygiene Rating Scheme to ensure safe dining experiences
