Post Office could be owned by its workers, government says

Lucy Hooker, a business reporter, discusses the potential transformation of the Post Office into an employee-owned business in a public consultation initiated by the government. The Post Office, a fully state-owned business with a presence in over 11,500 locations across the UK, has long been a subject of discussion for mutualisation, which was put on hold due to the scandal surrounding the wrongful conviction of sub-postmasters.

Post Office Minister Gareth Thomas stated that there is a need for a new vision for the business in light of its rocky past, financial struggles, and leadership instability. The government is aiming to reshape the organization’s culture following the scandal that wrongly implicated several sub-postmasters in false accounting and theft at their branches due to faulty software data.

The consultation seeks to gather public opinions on the future direction of the Post Office, including the necessity of maintaining the current 11,500 branches. Additionally, the government is exploring the possibility of offering new services, such as expanded banking services, considering the closure of traditional bank branches on the High Street. Currently, the Post Office provides various services like payment processing, foreign currency exchange, and passport applications, but has faced challenges in turning a profit, leading to significant state subsidies.

The potential transition to a mutual ownership model or other alternatives, like a joint-venture or charter model, is being considered to revitalize the Post Office’s financial and operational stability. Proponents of mutualisation argue that greater staff involvement in decision-making could prevent future scandals like the Horizon incident. Post Office Chief Executive Neil Brocklehurst sees the government’s Green Paper as an opportunity to engage in a national dialogue about the future role of post offices in supporting communities throughout the UK
