A review has determined that an American diplomat involved in a fatal car crash in the UK should have been arrested for driving on the wrong side of the road. Harry Dunn, a 19-year-old motorcyclist, lost his life in the 2019 collision caused by Anne Sacoolas, who left the country under diplomatic immunity after the incident. Northamptonshire Police has acknowledged their failure in handling the investigation, admitting that they did not do the best for the victim, as Mr. Dunn’s family expressed feeling let down by those they trusted.
The independent report, spanning 118 pages and overseen by Chief Constable Ivan Balhatchet, highlighted 38 recommendations for improvement in the case. It revealed that Sacoolas was not detained at the scene, despite suggestions that she should have been arrested to aid evidence gathering. Following her departure from the UK, Sacoolas pleaded guilty to causing death by careless driving, receiving a suspended prison sentence, while it was found that Mr. Dunn underwent drug testing post-accident, unlike Sacoolas.
A witness recounting Sacoolas admitting fault at the scene and the failure of officers to collect video evidence were areas of criticism in the report. Former Northamptonshire Police Chief Constable, Nick Adderley, was singled out for erroneous statements in relation to Sacoolas’s immunity status and misconduct that led to his dismissal. Furthermore, there was a delay in notifying the Dunn family about Sacoolas’s escape under diplomatic protection, attributed to a request by the Foreign Office.
Charlotte Charles, Harry Dunn’s mother, expressed her dissatisfaction with the mishandling of evidence and subsequent actions taken by authorities. She criticized the treatment of her family and commended the unnamed officer who demonstrated genuine care during the challenging situation. Assistant Chief Constable Emma James issued an apology on behalf of Northamptonshire Police, acknowledging significant shortcomings in their response, stating the need to address concerns raised in the report to provide closure for the family affected by the tragic incident
