A trio of Iranian men has been charged under the UK’s National Security Act for suspected behavior that may assist Iran. Mostafa Sepahvand, 39, Farhad Javadi Manesh, 44, and Shapoor Qalehali Khani Noori, 55, were apprehended on 3 May. The allegations against them date back to a period between 14 August 2024 and 16 February 2025, according to police. All three individuals have been detained pending their appearance at Westminster Magistrates’ Court on Saturday.
Cdr Dominic Murphy, from the Metropolitan Police’s Counter Terrorism Command, described the charges as “extremely serious” and the result of “a very complex and fast-moving investigation.” The trio has been accused of engaging in behavior likely to aid a foreign intelligence service, presumed to be Iran, according to police. Mr. Sepahvand, based in St John’s Wood, London, faces additional charges related to surveillance and research activities with intentions to commit serious violence against an individual in the UK.
On 9 May, a fourth individual, aged 31, was arrested as part of the inquiry but was subsequently released without charges. The arrests were carried out under Section 27 of the National Security Act, which authorizes police to detain individuals without a warrant if there is reasonable suspicion of involvement in “foreign power threat activity,” as per the Met. Detectives have been working tirelessly since the initial arrests, maintaining direct contact with the affected individuals. The CPS special crime and counter terrorism division urged against prejudicial reporting, commenting, or online sharing of information concerning the case.
The arrests on 3 May coincided with the apprehension of five other Iranian men as part of a distinct counter-terrorism investigation on the same day. The individuals, one of whom was released on bail while others were detained further, were apprehended in various locations including Swindon, west London, Stockport, Rochdale, and Manchester. Cdr Murphy clarified that the two investigations were not connected, despite occurring on the same day.
