The UK Health Secretary, Wes Streeting, has vowed to carry out a “no-holds-barred, sweeping review” of the performance of the NHS in England, with the worst-performing trusts to be publicly named and managers dismissed. The results of the review are likely to be presented in the form of a set of league tables featuring indicators like care quality and finances. Turnaround teams will also be sent into trusts that are struggling, while top performers will have greater control over their spending. Senior NHS leaders will not receive pay increases if they fail to achieve key improvements.
Streeting stated that the NHS would be driven to improve so that taxpayers receive better value in return. He claimed that the British public is looking for the NHS to attract top talent and to implement greater transparency and efficiency, so that it can run as efficiently as global businesses.
Currently, there is little incentive for NHS trusts to run financial surpluses, which they are unable to benefit from. However, the new NHS plan includes a system that will give top-performing trusts more capital and greater control over where to invest it. The monitoring system of monitoring trusts will also be updated.In addition, government and NHS England “deep dives” will identify the most pressing issues and how they can be resolved at under-performing NHS trusts. Furthermore, NHS trusts may be prohibited from using expensive agency staff to cover certain rota gaps.
While NHS chief executive Amanda Pritchard welcomed the accountability, some others are sceptical. Matthew Taylor, CEO of the NHS Confederation worried about a greater number of “league tables,” saying that NHS staff are already subject to a lot of oversight and regulation and that league tables do not necessarily lead to improved service. Rachel Power, CEO of the Patients Association, appreciated the focus on accountability but hoped that additional freedoms given to trusts will be used wisely. She expects it to lead to a positive outcome that will include shorter waiting times and improvements in service delivery
