A man in Chichester has launched a campaign to address what he perceives as a “fun deficit” in his city. Operating under the pseudonym of the Chichester Anti-Recreation Partnership (Carp), he has erected spoof signs around the central district to make people laugh and raise awareness of the issues facing the community. According to Carp, the city suffers from “overregulation and lack of fun”, criticised signs warning or prohibiting activities which he claims are ubiquitous.
Carp told the BBC that he was keen to satirise the city’s issues through his campaign. The local resident said that he was buffeted by positive responses to his efforts, which he documented on social media. Although the authorities quickly remove any Carp signs, he argued that his message is “gaining momentum quickly”, with some images even going viral on TikTok. For Carp, humour is an essential tool when it comes to raising public awareness. He claims that it “lowers their defences and allows them to consider issues from a fresh perspective.”
Carp is seeking to raise awareness of a wide range of issues affecting Chichester’s residents, from a sewage crisis to a lack of facilities for young people. He believes that fun and entertainment are essential ingredients in any vibrant community and is keen to see the authorities take steps to address the situation. Among his recommendations are more nightlife for young people, the reinstatement of an ice rink, and the creation of additional play areas for children.
Chichester District Council has defended their efforts to promote a “vibrant place to live, work, and visit”. They cited a recent study ranking Chichester as the best place to live in West Sussex and pointed to a variety of events catering to all ages, including street parties, music events, and laser light shows. They also mentioned that they are investing £814,000 in a refurbishment of several play areas around the city. Nonetheless, Carp hopes that his signs can contribute to making the city a fun place for everyone
