The victims were approached on Alfred Road by the perpetrator “who threw a substance at them before fleeing down Harrow Road.” The attack took place outside Westminster Academy, Westbourne Park, after school hours on the Monday afternoon.

The injured boy (16-year-old) was not a pupil, but a member of the public. Westminster Academy held no physical lessons the day after the attack with both staff and pupils remaining at home.

The school opened as normal with staff warned to expect police presence on site. The attack comes as the British Government is preparing to introduce measures for tougher regulations on the use of electric scooters, including potential mandatory registration for anyone using an e-scooter. E-scooters have faced criticism from safety experts over the risks of pavement accidents and illegal or dangerous driving decisions
