An investigation into allegations of sexual misconduct by David Broadway, the former head of criminal justice with Gwent Police, has found him guilty of gross misconduct. Had he not resigned two weeks prior to the hearing, he would have been dismissed. The disciplinary panel found that the claims of sexual misconduct by three women were proven, including scores of unwanted sexual messages over many months. One of the women stated that her life had been changed forever by Mr. Broadway’s behaviour. This revelation comes after BBC Wales previously reported that Mr. Broadway had been allowed to keep working following an allegation of sexual misconduct.

David Broadway was one of the most highly-ranked civilian managers in the force despite not being a police officer, holding the position since 2018. Following the findings of the disciplinary panel, his name will now be added to a barred list held by the College of Policing, including police officers and staff who are dismissed or resigned before a disciplinary hearing and are then prohibited from working for other police forces or police watchdog or inspection bodies. A former employee who led the force in the criminal justice department, Mr. Broadway would have earned approximately £80,000 annually.

Gwent Police has come under intense scrutiny in recent years due to complaints about officers’ conduct and in March 2024, two serving officers and one former officer are set to face gross misconduct hearings. An independent review is due to take place into Mr. Broadway’s employment history with the force, which is yet to commence due to an appeal period. The force has announced that it will hold the review “in due course.”

Gwent Chief Constable Pam Kelly acknowledged the courage of the victims after the investigation concluded and stated that there was no place in the force for unacceptable behaviour. She also paid tribute to the work that had been done to support staff members in reporting incidents and ensuring that all staff adhere to high standards.
