NHS data breaches a disgrace, says Health Secretary Yvette Cooper

The issue of NHS staff improperly accessing the medical records of victims related to the Nottingham attacks, as well as concerns over potential breaches involving a man killed by a tiger, has been described as a “disgrace” by the health secretary. Yvette Cooper expressed her expectation that those who violated NHS data and privacy policies would face consequences.

Nottingham University Hospitals (NUH) NHS Trust confirmed it has dismissed 15 staff members over inappropriate access to confidential patient information. Additionally, the Yorkshire Ambulance Service revealed that there may have been unauthorized viewing of the medical records of William Chapman. NUH’s medical director, Dr. Manjeet Shehmar, emphasized that “there was simply no excuse for accessing the records of a patient without a legitimate reason.”

In an interview with the BBC’s Sunday with Laura Kuenssberg, Cooper stressed the importance of respecting patient confidentiality within the NHS. She stated, “Let me be really clear about this. There are proper data and privacy standards across the NHS.” The victims in the Nottingham attack, who included students Barnaby Webber and Grace O’Malley-Kumar and grandfather Ian Coates, were fatally stabbed on 13 June 2023 by Valdo Calocane, who had been diagnosed with paranoid schizophrenia in 2020.

Earlier in May, NUH disclosed it had dismissed 11 staff members for unlawfully accessing the victims’ medical records and reported the incidents to the Information Commissioner’s Office (ICO) and Nottinghamshire Police. While the ICO indicated it would “assess any evidence provided by the trust in due course and consider our next steps,” police stated there was “no criminal investigation” underway. NUH’s recent update on further terminations detailed actions taken against various healthcare professionals and confirmed that regulatory bodies including the Nursing and Midwifery Council, General Medical Council, ICO, and local police had been notified. To prevent future breaches, NUH is also in the process of introducing a new system designed to safeguard patient records and alert the trust to possible unauthorized access
