Attela Kis, a 32-year-old photographer, has expressed concerns about how restrictions on face coverings might impact individuals who wear them for religious purposes. Kis emphasized the importance of differentiating between various types of face coverings, noting, “It depends on what type of face covering you’re talking about – like a Burka for example, this is part of their religion.” He highlighted the potential dangers when face coverings are used in the context of criminal activities, particularly by those riding electric bikes, saying, “When people are riding their electric bikes and committing actual crimes, it’s really dangerous.”
Matthew Evans, one of the two councilors from Newport who suggested implementing the ban on face coverings, pointed out that some people use intimidating face masks to engage in activities such as robbery, burglary, and drug dealing in the city center to evade identification. However, Evans clarified that the ban would include exceptions for religious dress, stating that the proposal is not intended to infringe on the human rights of young people.
The proposed face-covering ban aligns with broader efforts to reduce crime in Newport, such as Operation Krypton, a recent collaborative initiative between the police and the local council. Since July, Gwent Police, represented by Superintendent Esyr Jones, has reported 321 arrests as part of the crackdown on criminal and anti-social behavior throughout Newport.
The local council noted that the current Public Spaces Protection Order (PSPO) is up for review, and any amendments, including the potential regulation of face coverings, will be carefully examined. Officials also assured that exemptions would be granted for legitimate reasons such as religious, cultural, medical, occupational, weather-related, or personal safety concerns, recognizing the practical and legal implications of such measures
