The Government has officially withdrawn an improvement notice that was previously placed on Liverpool City Council’s Children’s Services department. This development follows a recent Ofsted inspection in which the department received a ‘good’ rating, a significant turnaround from just three years ago when it was deemed inadequate and subjected to special measures.
Inspectors highlighted several positive changes, including stronger leadership, improved social work practices, smaller caseloads, a more stable workforce, and enhanced oversight of risk and performance. These improvements contributed to the department’s advancement and its successful exit from special measures.
In a letter addressed to the council, the Minister for Children and Families, Josh MacAlister MP, commended the efforts made by the council’s leadership and staff in achieving these outcomes. He stated, “I want to acknowledge the commitment shown by you, the council’s senior leadership team, partners and practitioners in securing that progress.” MacAlister also emphasized Liverpool’s recognition as a UNICEF Child Friendly City as a reflection of the council’s dedication to children’s rights and engagement with young people. He further noted the importance of continuing the work underway through the Families First reforms, emphasizing that these initiatives are integral to maintaining ongoing progress.
Despite these advancements, the council is expected to sustain its momentum and address the remaining challenges identified by Ofsted. These include supporting children who present as homeless, those in private fostering arrangements, and improving pathway planning and support related to education, employment, and training for care leavers. Councillor Liz Parsons, Cabinet Member for Children’s Services, acknowledged the progress while cautioning against complacency, saying, “Improvement is a continuous journey and there is lots more that we need to do in order to improve outcomes for our young people.” Jenny Glennard, Corporate Director of Children and Young People’s Services, reiterated the department’s commitment, describing their approach as one that truly listens to children and young people, with the goal of delivering services that lead the country in quality and effectiveness
