Merseyside Police are putting the finishing touches on a detailed security plan in preparation for the forthcoming Labour Party Conference, which will take place at the Liverpool Experience Campus (LEX). The event is expected to draw around 20,000 attendees between Saturday, 26 September, and Wednesday, 30 September, as delegates and visitors arrive in Liverpool.
During this period, residents and visitors should anticipate a heightened presence of police and security personnel around the conference venue. Superintendent Peter Clark of Force Operations at Merseyside Police emphasized that Liverpool has a strong tradition of welcoming large crowds, stating, “Liverpool is renowned for warmly welcoming thousands of people to the city, and this event is no exception.” He also noted that this marks the fifth consecutive time the Labour Party Conference has been held in Liverpool, and reiterated that a comprehensive policing strategy has been developed. Collaboration with key stakeholders, including LEX, Liverpool City Council, event organisers, and security teams, has been central to ensuring the event proceeds safely and efficiently.
The policing operation will feature a visible foot patrol presence which includes armed officers and the Marine Unit overseeing river and dock areas. Superintendent Clark advised the public not to be alarmed by these security measures, as such deployment is standard for events of this scale across the UK. An important part of the strategy is the use of Project Servator, a specialist tactic designed to disrupt potential criminal activity and enhance public reassurance. Project Servator deployments involve both uniformed and plain-clothes officers who are highly trained to detect suspicious behaviours indicative of criminal planning.
Superintendent Clark explained further, “Project Servator is an important aspect of policing plans for large-scale events, and the tactic has been used in Merseyside since 2018.” Officers involved engage with the public, local businesses, and security teams to encourage vigilance as extra eyes and ears in the community. The operation is supported by specialist resources, such as dog handlers and the City Watch team, which monitors CCTV across the force area around the clock. Although strong security measures are in place, the police urge local residents and workers to stay alert and report anything unusual, stressing that no report will be overlooked. “You have a vital role to play in keeping our community safe. You’re never wasting our time, and no click or call will be ignored, so trust your instincts and report it to a member of staff or a police officer. In an emergency, always call 999.”
