Two Army officers have been acquitted after being accused of mishandling allegations of sexual abuse brought forward by a teenage soldier who later died by suicide. Major James Hook and Colonel Samantha Shepherd faced trial at the Military Court Centre located at Catterick Garrison in North Yorkshire regarding their management of concerns raised by Gunner Jaysley Beck, a 19-year-old soldier from Cumbria.
Gunner Beck took her own life at Larkhill Camp in Wiltshire in 2021, following an incident where former Battery Sergeant Michael Webber assaulted her. Webber was subsequently sentenced to six months in prison for sexual assault after the attack at a Royal Artillery adventure training exercise on Thorney Island, which occurred in July 2021. The trial considered whether the senior officers failed in their duty by not responding appropriately when Gunner Beck reported the assault months before her death.
The military hearing, conducted by a panel consisting of an Air Commodore, a Royal Navy captain, and an Army colonel, concluded with a not guilty verdict for both Hook and Shepherd after two days of proceedings. Shepherd had been cleared earlier when Assistant Judge Advocate General Edward Legard stated that the evidence against her was insufficient. Both officers faced charges of conduct prejudicial to good order and service discipline related to their handling of the case.
Following the verdict, Shepherd’s legal representative Derek Johashen commented on her relief, emphasizing, “But it’s not about her.” He affirmed that Colonel Shepherd remained deeply sympathetic toward Gunner Beck’s family, stating, “Her thoughts remain with them, and always will. She always believed Gunner Beck, took her complaint seriously, listened to her and cared.” High-ranking officials, including the Minister for Veterans and People and the Army’s assistant chief of general staff, acknowledged the tragedy and expressed regret over the failures in addressing Jaysley’s assault, pledging to prevent such mistakes in the future
