St Andrews, known globally for its prestigious university and as the birthplace of golf, continues to attract a wide range of residents and visitors to its scenic coastal setting. However, this growing popularity has fueled an affordable housing crisis, driven in part by an influx of wealthy buyers from outside Scotland. Recent data reveals that nearly 20% of property purchases in St Andrews were made by individuals or entities based beyond Scotland’s borders, with American buyers alone accounting for 164 purchases. This trend is adding pressure on local services and intensifying the challenge of balancing the needs of permanent residents, students, and tourists.
The town’s population stands at just over 16,000, but during peak times, the atmosphere resembles that of a bustling European city rather than a small Scottish town. While locals acknowledge the economic benefits derived from tourism and the university community, they are increasingly concerned about the rising property and rental prices. Fife Council has recognized the difficulty in finding affordable housing in St Andrews, implementing measures such as affordable housing quotas in new developments in an attempt to alleviate the strain. Meanwhile, the university has capped student numbers at around 10,000 for nearly ten years to mitigate pressure on housing and local infrastructure.
Students like Francesca Bisi, a fourth-year PhD candidate in Art History, face significant hurdles securing affordable accommodation close to campus. Bisi currently commutes daily from a nearby village, highlighting the personal toll the housing situation can take. “It has been really stressful to try to navigate the housing market here, and even in my fourth year it’s something that is still causing a huge challenge,” she said. She also spoke about how the constant pressure distracts from academic focus and affects mental health. The average advertised rent in St Andrews has risen to £1,702 per month over the past year, significantly above the Scottish average of £1,245, according to Rightmove. Amy Elvins from the Students’ Association added that the high rents have shifted control to landlords, forcing some students into untenable situations and pushing local community members out of the market.
Examining property ownership patterns, data from Registers of Scotland shows that while the majority of land titles in St Andrews are held by residents within Scotland, a notable portion is owned by buyers from outside the UK. Within the relevant St Andrews postcodes, approximately 81% of titles belong to Scottish-based individuals and companies, 12% to those elsewhere in the UK, and 7% to international owners. These overseas owners represent 51 countries, including Russia and the Cayman Islands, with the United States, Switzerland, and Hong Kong among the most common origins. In fact, St Andrews ranks fourth in Scotland for the concentration of overseas property purchasers, a position largely dominated by Edinburgh areas.
