The government has announced plans for a centralized effort to combat the use of illegal number plates, aiming to disrupt organized crime groups and catch drivers who evade fines. This initiative will consolidate data and intelligence from various police forces across England to strengthen enforcement. Central to this effort is the establishment of the National Roads Policing Coordination Centre (NRPCC), which will enhance cooperation between forces and deploy innovative technology, including specialized goggles designed to identify number plates deliberately altered to avoid detection by cameras.
Illegal number plates, according to the Department for Transport (DfT), play a significant role in criminal activities. They are frequently employed by organized crime networks to transport stolen items while avoiding penalties associated with speeding, parking violations, and entering clean air zones. The enforcement measures include fines that can reach up to £1,000 for drivers with improperly displayed or missing registration plates.
Various techniques are utilized to create illegal number plates. Among them are cloned plates, which replicate the registration numbers of legitimate vehicles, and ghost plates, which utilize transparent films to render the plates invisible to automated cameras. These strategies make it challenging for law enforcement to trace stolen vehicles or connect them to other criminal acts through automated recognition systems.
Sarah Jones, the policing and crime minister, stressed the seriousness of the issue: “Illegal number plates are not a victimless offence. They are used by criminals to avoid detection, move illegal goods and stay one step ahead of law enforcement.” She emphasized that uniting police forces and employing advanced technology would help accelerate the apprehension of offenders and disrupt criminal gangs. Deputy national coordinator for the NRPCC, Chief Superintendent Marc Clothier, also highlighted the success of a focused, intelligence-driven approach.
