The sanctions were imposed following disturbances in March during Celtic’s penalty shootout win, when fans threw fireworks and other projectiles, resulting in injuries to police officers and several arrests. Both clubs appeared before an independent judicial panel after being charged under the Scottish FA’s disciplinary rule 37, which addresses unacceptable behavior at football matches.
An independent review released last month determined that the incident narrowly avoided escalating into a large-scale violent confrontation. Led by Mark Blackbourne, the investigation highlighted shortcomings on the part of both clubs and also criticized the Scottish FA for failing to adopt a firmer stance on crowd disorder.
Historically, the Scottish FA and the SPFL have penalized clubs mainly through fines or by limiting ticket allocations for issues like the use of pyrotechnics. However, the seriousness of this recent sanction indicates a notable shift towards stricter measures. While the governing body itself faced criticism in the review, the findings have provided it with the justification needed to take a tougher line on the persistent problem of disorderly conduct.
As expected, both clubs have defended their actions amid the fallout. Nevertheless, once the situation settles, the Scottish FA hopes the punishments imposed will clearly communicate that unacceptable actions will no longer be tolerated at matches
