The Independent Office for Police Conduct (IOPC) is currently investigating the former chief constable of West Midlands Police, Craig Guildford, alongside three other police officers and a staff member, over allegations of gross misconduct. This inquiry centers on the controversial decision to ban Israeli Maccabi Tel Aviv fans from attending a match against Aston Villa at Villa Park on 6 November 2025.
The probe began in January as an independent review focusing on the role of West Midlands Police officers in the planning and preparations for the match. The ban itself sparked widespread debate, drawing attention domestically and internationally, with government officials promising to exert every effort to have the restriction lifted. Central to the investigation is a briefing document presented to the Safety Advisory Group (SAG), which reportedly contained inaccuracies and misrepresentations regarding the risks posed by away fans.
Evidence suggests that Guildford may have overseen the intelligence briefing without applying the necessary level of scrutiny or due diligence, potentially allowing misleading information to influence the decision to impose the ban. The police watchdog also flagged concerns about a senior serving officer who was chiefly responsible for compiling the briefing, noting possible failures in ensuring the document’s accuracy and impartiality. This officer is further under scrutiny for how sensitive intelligence within the report was managed prior to its distribution to the SAG.
Additionally, a staff member involved in gathering intelligence for the event is accused of including inaccurate details sourced from AI searches without taking corrective action to prevent these errors from being incorporated into official briefings. Two other senior officers linked to the operational planning have also been notified about misconduct investigations. Allegations against these individuals include insufficient diligence in balancing operational considerations with engagement with local Jewish communities, as well as showing partiality in communications related to Maccabi supporters.
