Axel Rudakubana, convicted for the murder of three children at a dance class in Southport, has been relocated from prison to a secure psychiatric hospital. The Ministry of Justice (MoJ) confirmed his transfer from HMP Belmarsh to Broadmoor Hospital, a high-security psychiatric facility situated in Berkshire.
Rudakubana was responsible for the deaths of Elsie Dot Stancombe, aged seven, Bebe King, six, and Alice da Silva Aguiar, nine, during a Taylor Swift-themed dance class in July 2024. In addition to the fatalities, eight children and two adults sustained injuries. Although he received a 52-year prison sentence in January 2025, the judge could not issue a whole-life order because Rudakubana was 17 years old at the time of the attack. It is highly unlikely he will ever be released. The then Attorney-General, Lord Hermer, described the sentence as “the second-longest sentence imposed by the courts in English history.”
A Ministry of Justice spokesperson stated: “The families of those murdered and injured in Southport will be in this country’s heart forever and our thoughts remain with them.” They added that decisions to transfer an offender are made only after independent clinical assessments under the Mental Health Act. After exhaustive security checks, Rudakubana was moved to a high-security psychiatric unit, where he will stay until deemed fit to return to prison. The spokesperson emphasized that this transfer does not affect the length of his 52-year sentence, which he will serve in full.
Under the Mental Health Act, the MoJ is generally required to abide by medical recommendations regarding whether an offender can be safely held in a prison environment. Once Rudakubana no longer requires hospital treatment, the law mandates his return to prison. His sentence remains a prison sentence and has not been changed into a hospital order, which would mean indefinite stay at Broadmoor. The hospital care is significantly more expensive, with the Centre for Mental Health estimating the cost of a secure hospital bed at about £270,000 annually, compared to the average prison cost at Belmarsh of £97,740 per year according to 2023 figures.
In May 2025, an investigation took place after Rudakubana, who is now 19, allegedly assaulted a prison officer with boiling water. The Southport Public Inquiry has also presented evidence concerning his previous mental health issues. A senior clinician from Alder Hey Children’s Hospital characterized Rudakubana’s “lack of empathy,” combined with a “fascination with violence” and neurodiversity, as a “really toxic mix.”
Broadmoor Hospital, managed by West London NHS Trust, specializes in the care of men requiring high-security assessment, treatment, and management. As the oldest of three high-security hospitals in England and Wales, Broadmoor has housed some of the country’s most notorious criminals.
