Liverpool City Council is preparing to make significant progress in addressing the city’s housing needs as its Cabinet evaluates the proposed new Local Plan. This plan outlines Liverpool’s future development strategy through to 2043, aiming to deliver at least 33,552 new homes over the next 17 years. The city hopes not only to meet but to surpass the Government’s housing targets, supporting ongoing economic growth and regeneration efforts. The plan emphasizes providing a variety of housing options, including affordable and sustainably built homes, to serve the diverse needs of both current and future residents.
Local Plans are mandatory statutory documents that all local authorities must develop in accordance with Government requirements. These documents define the locations for development, specify the types of growth needed, and establish the planning policies that will guide decisions on future applications. Once this Local Plan is formally adopted, it will serve as the key framework for planning decisions throughout Liverpool, offering clarity and assurance to residents, communities, developers, and investors alike.
The plan designates specific sites for new housing, prioritizing the use of previously developed brownfield land and focusing on strategic regeneration areas such as North Liverpool, the North Docks, Ten Streets, Pumpfields and Limekilns, and Festival Gardens. Alongside housing numbers, the document highlights the necessity for development to be supported by adequate infrastructure. Provision for schools, healthcare services, transportation links, and green spaces will be integral to fostering sustainable and vibrant neighbourhoods.
Cabinet Member for Economy and Growth, Cllr Nick Small, explained the importance of maintaining an up-to-date Local Plan: “Like every council in the country, Liverpool is required to have an up-to-date Local Plan that sets out how we will meet future housing needs and manage growth in a sustainable way. This Plan provides a clear strategy for delivering more than 33,500 new homes by 2043, with a strong focus on brownfield land and areas where regeneration can have the greatest impact. It will help ensure Liverpool has the homes it needs for current and future generations, while also delivering the infrastructure, green spaces, transport links and services that create thriving communities. Importantly, it gives residents, developers and investors certainty about where growth should happen and helps us secure the right development in the right places.”
