Liverpool sees significant drop in young people smoking and vaping

Recent data from Trading Standards North West reveals a significant reduction in smoking and vaping among young people in Liverpool. According to their annual Youth Survey, the percentage of regular smokers aged 14 to 17 has dropped to a historic low of just 1 percent. Moreover, 93 percent of respondents say they have never smoked a cigarette. The survey also shows a noticeable decrease in vaping, with rates falling from 38 percent in 2023 to 20 percent in the current year.

In addition to tobacco and vaping, alcohol consumption among Liverpool’s youth has declined substantially. The number of teenagers reporting that they have never consumed alcohol has increased from 50 percent to 72 percent within the same timeframe. This extensive survey, which has been conducted annually since 2005, gathered insights from 622 young people across Liverpool this year. The information assists Trading Standards in overseeing the illegal sale of age-restricted products while supporting initiatives to safeguard youth wellbeing.

Despite these encouraging trends, those who still smoke, vape, or drink frequently acquire these substances through peers, family members, or local retailers. Liverpool City Council’s Trading Standards team remains vigilant, continuing investigations into unlawful sales targeting minors. Their approach begins with advising shop owners about legal responsibilities, followed by conducting undercover test purchases through trained volunteers. Between March 2025 and February 2026, 84 such purchases were attempted. Although most businesses complied after receiving guidance, 13 shops failed these tests, leading to six being closed by court orders due to evidence collected by the authorities.

Closure orders are imposed on stores repeatedly caught selling to underage customers or distributing illegal products, including illicit tobacco and vape items. Recently, Woolton Convenience Store and Pilch Lane News were among the outlets shut down for selling to children. For young people in Liverpool seeking help to quit smoking or vaping, free and confidential support is available through Smoke Free Liverpool. The council expressed strong commitment to continuing efforts that protect young citizens, emphasizing the importance of collaboration among families, schools, communities, and retailers in promoting healthier choices for the city’s youth
