Sian Morgan, whose daughter Keely tragically lost her life in a road accident, has expressed deep frustration over what she perceives as a lack of justice. Following the collision, Sian launched a petition calling for stricter penalties for those responsible for causing death through careless driving, including mandatory reassessments and vetting before any return to driving. Her petition garnered the support of over 10,000 people, leading to a planned meeting with a UK government minister to discuss potential changes.

The incident occurred when Christopher West, driving on Heol Trelai in Caerau, was reportedly “showing off” by maneuvering the car at speeds between 32 and 43 mph, weaving from side to side. It was at a pedestrian crossing that West struck Keely, who was waiting to cross. As a result of the accident, West received a driving ban lasting two years and eight months. However, he was released early from jail after serving just six and a half months, a decision that deeply hurt Keely’s family. Her grandmother, Maria Wilson, described the sentence as “a massive insult” and expressed disbelief that such a serious loss could result in such a brief period of imprisonment.

Sian described her daughter as a kind and beautiful young woman who faced significant health challenges during her childhood, including a kidney transplant in 2021. Despite these struggles, Keely had big dreams and a zest for life. Her school, Cardiff West Community High School, remembered her as an “exceptional student” and a “superb role model.” Sian conveyed how much Keely had looked forward to her future and how devastated the family remains, feeling that the judicial outcomes have not reflected the gravity of what happened.

The Ministry of Justice (MoJ) acknowledged the tragedy, offering condolences to Keely’s family and friends. They emphasized that sentencing decisions are made by independent judges and that offenders released on licence must comply with strict conditions, with the possibility of immediate imprisonment if those conditions are breached. Sian plans to discuss ongoing concerns and campaign efforts with MP Lilian Greenwood from the Department for Transport, hoping to drive reforms that ensure justice for victims and prevent similar heartbreak for other families in the future
