This week, a cultural festival took place in Việt Nam to celebrate the new twinning relationship between Liverpool and Ho Chi Minh City. The event, organized in partnership with the British Consulate General in Ho Chi Minh City and the British Council, marked the launch of a long-term City2City Partnership aimed at fostering collaboration between the two cities.
Representing Liverpool, Councillor Harry Doyle, the Cabinet Member for Health, Wellbeing and Culture, led a UK delegation to Ho Chi Minh City to participate in the festivities and officially inaugurate the partnership. Over the course of two days, the Liverpool Culture Festival offered residents of Ho Chi Minh City an immersive experience showcasing distinct elements of British culture. Highlights included a performance by the Ho Chi Minh City Symphony Orchestra featuring Beatles songs, a 360° virtual reality tour of Liverpool, a Mini Anfield Stadium installation, and a digital gallery celebrating the twin cities, complemented by live music, interactive exhibits, and exclusive merchandise.
This cultural event follows the signing of a Memorandum of Understanding that formalizes cooperation between Liverpool and Ho Chi Minh City in the fields of healthcare, education, and science and technology. The agreement was signed during the official visit of General Secretary Tô Lâm to the United Kingdom in October 2025. Additionally, the Liverpool Culture Delegation engaged in productive discussions with the Ho Chi Minh City People’s Committee regarding future joint initiatives, supported by a comprehensive program arranged by the British Council involving government bodies and independent cultural organizations.
The partnership reflects the mutual dedication of both cities to nurture strong connections, facilitate community participation in shared cultural experiences, and open avenues for ongoing cooperative projects. Liverpool, which has established relationships with many international cities, now counts Ho Chi Minh City as its 11th twin city. Councillor Harry Doyle expressed enthusiasm about the collaboration, stating, “We are proud to stand alongside Ho Chi Minh City as a partner in health, wellbeing and culture and we are looking forward to working together to bring joint benefits to the people in both of our communities.” James Shipton, Director of the British Council in Việt Nam, emphasized the value of cultural ties, while British Consul General Alexandra Smith highlighted the festival’s role in promoting grassroots and youth-led creative exchanges between the two cities
